Many government organizations measure the easy stuff\u2026and learn little about how programs and services are meeting citizen needs. Government budget meetings and hearings can quickly devolve into \u201carguments by vigorous assertion\u201d, as program proponents strive to make strong defenses for their budget recommendations. Performance information, if it exists at all, usually consists of measurements of inputs \u2013 FTEs and dollars \u2013 or measurements of outputs \u2013 counts of people served or number of potholes fixed, for example. Often missing is performance information on the accomplishments \u2013 intermediate and end outcomes \u2013 of funded programs and services.<\/p>\n
Governments won\u2019t find the right measures by looking in books or searching the web. They won\u2019t find them by asking a group of employees \u201cWhat should we measure?\u201d. The most meaningful measures are derived for each government by asking questions about what is to be accomplished, how will success be known, and how will progress toward desired outcomes be tracked.<\/p>\n
